Legal Culture of Public Service Bureaucracy: A Response to the Policy of ASEAN Economic Community in the Border Areas

Abstract
This paper is presented to discuss about the legal culture of public service bureaucracy in Indonesia that is related to the mindset problems and bureaucratic attitude in the public service. This writing is the result of an in-depth study of the bureaucratic view of the law relating to the public service; then the attitude and actions on the applicable provisions and policies of the leadership and the influence of other non-legal factors. The ASEAN economic community policy that has been declared and agreed to be implemented in the Southeast Asian countries on December 31, 2015 should be a boost to the improvement of public services, but it is not utilized properly by the bureaucracy. There are many factors that hinder the bureaucratic response in addressing the AEC (MEA) which consequently disadvantage the people.
