Establishing the Norms of Evaluating the Functions of In-Service Education and Training (Inset) Within Teacher Education in the Northern Province of South Africa

Abstract
That the Northern Province of South Africa suffers from poor quality of education at primary school level is now an established and known fact. It is for this reason that the province has spearheaded such educational programmes as the School Based In-Service Education and Training (SBINSET) so as to remedy the situation. However, little has yet been established about the potential value of in-service educational and training programmes in the province. This article attempts to establish the criteria for evaluating the impact of INSET projects in the area. The article considers the significance to primary teacher education of initial or pre-service education and training, its theoretical component, practical component and professional component. The article concludes by evaluating the role of inservice education and training as an aspect/component of primary teacher education in South African context.
